How interesting! We have only seen this iconic photograph entitled “The Steerage” and the passengers in the lower section do look like emmigrants/immigrants of the era. And now that you mention it, the people in the upper portion (along with the guy wearing the straw boater) look like richer passengers.

This photo was taken on the Kaiser Wilhelm 11 on a trip towards Europe. These are not immigrants. Most were returning home from the US.
